NOTICE TO BIDDERS
City of Plymouth has implemented online project bidding using the Quest Construction Data Network (QuestCDN). Only electronic bids submitted through www.questcdn.com will be accepted for this project.
Sealed Bids will be received by the City of Plymouth through QuestCDN until 2:00 PM, Local Time, July 9, 2026. Shortly after the bid closing time a bid tabulation will be prepared and posted online for the following:
Plymouth 2026 Infrastructure Improvement Project
Bids will be received for the following Work:
Infrastructure work on Joel R Street, work to include 320 Lf of 8" water main, 100 LF of 12" water main, 60 LF storm sewer improvements, ADA improvements, 800 SY of concrete pavement for the reconstruction of Joel from AA Trail to Sheridan St. 2000 SY Mill bituminous pavement with 250 Tons of proposed Bituminous Resurface of AA trail from project limits on the West end to the new pavement at Harvey Street to the East. 730 LF of 8" Water main on Park Street from Parkview Dr to Hines Drive. Improvements will also include reconstruction of Park St with 2000 SY of aggregate surface course, and 1400 Tons of aggregate base course.
There is also a bid alternate for an enhanced crosswalk at the intersection of Mill and Liberty. This work will include 500 SF of 4: concrete sidewalk and 200SF of 6" ADA sidewalk Ramps as well as new signage along Mill Street, and pavement markings.

A. Documents downloaded from our website will bear a watermark on various signature pages and
will be considered unofficial copies for bidding purposes; copies obtained from anywhere other than Wade Trim will be considered unofficial copies and will not be considered a responsible bid.
Contract Documents for bidding purposes are only available from QuestCDN starting on 7/1/2026.
Contract Documents can be viewed and downloaded by registering for free with QuestCDN online (www.questcdn.com) or by calling 952-233-1632. The QuestCDN Project Number for this project is 10252537 and may be used to look up the project.
A. There is a Twenty Two Dollars ($22.00) nonrefundable fee for downloading the Contract Documents in pdf format. Bidders must download the Documents from QuestCDN to be included on the Plan Holders List and to receive any Addenda posted for the project.
B. Bids will be received electronically through QuestCDN as outlined in Section 00 21 13 -Instructions to Bidders. There is a Forty Two Dollars ($42.00) non-refundable fee for submitting a Bid.
Each Bid will be accompanied by a bid bond, in the amount of at least five (5) percent of the amount bid, drawn payable to City of Plymouth as security for the proper execution of the Agreement.
City of Plymouth reserves the right to accept or reject any or all bids and to waive any informality in any bids should it consider same to be in its best interest.
Bids may not be withdrawn for the period of 60 days after date of receiving bids.
